Philip Howard is a Professor at the University of Oxford and President of the IPIE. He is a global authority on technology innovation and public policy. He is an award-winning researcher and has published 10 books and over 130 academic articles. Howard has won multiple book awards, and his research and commentary writing has been featured in the New York Times, Washington Post, and many international media outlets. He was named a “Global Thinker” by Foreign Policy magazine, and the National Democratic Institute awarded him their “Democracy Prize”, for pioneering research into global misinformation trends. Howard has more than twenty years of experience at universities and research institutes around the world, leading large research teams, heading up management boards, and chairing policy commissions. He has testified to the US Senate, UK House of Parliament, and European Commission on technology policy. Currently, he is a Visiting Fellow at the Carr Center for Human Rights at Harvard University’s Kennedy School of Government. Howard earned his undergraduate degree at the University of Toronto, his master’s degree at the London School of Economics, and his doctorate at Northwestern University.
